- What's the difference between deleting a comment and withdrawing a comment?
- It appears that one reviewer may withdraw another reviewer's comments. Is that correct? That seems odd to me, why is it setup that way?

If you “withdraw”, the comment will remain in the system with the status set to “Withdrawn”. Whereas if you “delete”, it will disappear entirely. Deleting is only possible before the comment has been submitted (as you said). So I would use withdraw only if there is some reason you want to remember the fact that you had a comment but then changed your mind.
As to one reviewer “withdrawing” another reviewer's comment, setting a comment to “withdrawn” is sort of like a public request that the comment should be withdrawn. The fact that user A requested the withdrawal will be part of the record.
