For large numbers of files the batch conversion process (as suggested by barbwire) is likely to be most efficient, at least as a first pass.

For small numbers of files and limited amounts of content you might consider copy and paste. XMetaL Author Enterprise's DITA authoring solution supports the pasting of HTML content into individual DITA topics, upon which it performs its own automated conversion.
