XMetaL Author Enterprise installs and configures a copy of the DITA Open Toolkit and a licensed copy of RenderX XEP. It is capable of generating all the various outputs the DITA Open Toolkit supports (including PDF using RenderX XEP) plus a number of plug-ins. These all require DITA files as input.

The DITA Open Toolkit itself includes Saxon, so it is available. JustSystems doesn't provide any documentation or support for working directly with Saxon however.

XMetaL Author Enterprise 9 installs DITA OT version 1.8, which includes Saxon 9, which in turn supports XSLT 2.
XMetaL Author Enterprise 10 installs DITA OT versions 1.8 and 2.0 (which both include Saxon).

Note that RenderX XEP is an XSL-FO processor and is not able to generate XSL-FO using XSLT.
