Yes, the version of this dialog maps the “Other properties” text field on the Other Attributes tab to the “otherprops” attribute for the element.

You can check this (and other attribute values) by setting the value in the dialog and then having a look at the attribute values using the Attribute Inspector, or by hovering over a tag in Tags On view.

In the current versions of the software (7 and 8) we decided that giving these attributes “nice names” was confusing people and so implemented a simpler method where the name of the attribute itself is used for lesser-known or less-frequently used attributes (such as those on the “Other attributes” tab). This tab in the dialog now essentially mimics the Attribute Inspector's list of attributes, pulling the names from the DTD.
