April 2, 2013 at 8:15 pm1. XMetaL Author Enterprise 6.0 included version 1.4.3 of the DITA Open Toolkit and did not including the dita4publishers plug-in as there was no such thing at the time of release.
2. The dita4publishers plug-in works with DITA OT 1.5.4, 1.6 and 1.7 (and I'm pretty certain it is incompatible with earlier versions).
3. XMetaL Author Enterprise 7.0 was the first version to bundle the dita4publishers plug-in.
I guess you must have a system that has been customized to try to attempt to integrate dita4publishers into the 1.4.3 version of the DITA OT?
The simplest (and supported) thing to do would be to run either XMetaL Author Enterprise 7.0 or 8.0. The former integrates dita4publishers with the 1.5.4 version of the DITA OT, the latter integrates it with the 1.7 version of the DITA OT.
The alternative would be to have the people that made these customizations for you trouble shoot the problem.
