November 17, 2011 at 11:12 pmAs designed, the DITA OT does not really respect the order of what you put into the map (the main sections that you are discussing here are basically have a hard coded order). So, with the current release of XMetaL Author Enterprise 6.0 SP1 (which includes DITA OT 1.4.2.1) what you want to do would require making changes to the DITA OT. Perhaps the easiest strategy (that I have seen put into practice) is to essentially hard code the necessary XSLFO (via XSLT) directly into the DITA OT at the preferred location. This could be coded to pull in files too.
I believe making improvements to this area of the DITA OT are part of the 1.5x releases at SourceForge (which will be bundled with our next major release).
