If you look in the “toc” mapping of the standard DITA/book stylesheet you will see the following in the pre-content:
[code]{L-Tableofcontents}[/code]

This shows you that you can use the “%TocTitle” mapping to control the format of the TOC title. Since the TOC is emitted within the context of the element, you can also use the toc mapping to control the style of the TOC content.

It looks from your sample that you may have created a special layout. If you want to apply this layout to the TOC, you can select the page type on the start tag tab of the toc mapping.
