Though we have clients running XMetaL Author Enterprise 6.0 and 6.0 SP1 on Windows 7 64-bit they are not supported on this version of Windows (see the release notes for system requirements — there is a note about 64-bit). The DITA 1.2 Configuration Kit was designed to install on top of XMetaL Author Enterprise 6.0 and 6.0 SP1 and assumes those requirements.

Your best bet may be to install and run all of these using Microsoft's “XP Mode” until our 7.0 release comes out.
