Thank you for the advice Derek and Su-Laine.

Unfortunately the issue persists.

I have tried the complete reinstall with no customizations.  As per the content, opening the example DITA map that comes with XMetaL results in the same issue.  I have also tried other DITA maps that work on other machines.

Is there something in the registry that I should check?

Could it be something with IE MIME Types?
