If you can't alter the keys using the dialog it is probably because you do not have write permissions to the Program Files folder (which is normal for all versions of Windows since XP SP3). The easier solution would be to upgrade to version 10 as it includes this feature as built-in functionality. In version 10 you can press Ctrl+F3 to change between the 5 types of casing for the currently selected text. You can also select text and use the context menu's “Text Case” option to select one of the five options.
In the documentation for version 10 this feature is called the “Text case assistant”.
