XMetaL Author Enterprise and XMetaL Author Essential 9.0 allow you to sort the rows in CALS and HTML tables based on content within cells in a particular column. You can sort in ascending and descending order and using standard sort criteria that identifies the content and treats it correctly: text, numeric, natural, and date sorting (see documentation under "sort a table" for details).

The bad news: The feature is meant to allow you to sort on multiple columns but secondary and tertiary column sorting doesn't work. That feature was broken after it was fully tested and the broken version made it into the final release (9.0.0.053). Sorting still works, but only for the first column you select in the dialog (so for many people the feature is still very useful). Selecting a second or third column to sort on still only sorts on the first column.
