TOPLEAF: Suppress a topicref's href file's <title> content?

We've set up automatic chapter/appendix titling/#ing based on the navtitle of topicref in a DITA Map, but then the <title> of the file targeted in the topicref's href is repeated immediately following the chapter/appendix title.
How can we suppress the <title> content of an href linked to a topicref used for a chapter/appendix heading?

The general pattern for conditionally suppressing some content is to set the suppress option in the mapping and put something like the following in the custom content:
<if var="ShowTitle" target="1">
<Title><content/></Title>
</if>
and set the ShowTitle variable according to whether the title has already appeared.
