I first saw this on our internal schema a list that contains only elements when enter is hit at the end of the last item in the list, rather than a new item opening up the entire list goes away.

I can reproduce this using the Journalist schema.  With this document:

<?xml version="1.0"?>
<!DOCTYPE Article>
<Article xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"
 xsi:noNamespaceSchemaLocation="../../Rules/Journalist.xsd">
  <Title>AT</Title>
  <Sect1>
    <Title>S1T</Title>
    <Para><TT></TT></Para>
    <ItemizedList>
      <ListItem>
        <Para></Para>
      </ListItem>
      <ListItem><Underscore></Underscore>
      </ListItem>
      <ListItem><ULink></ULink>
      </ListItem>
      <ListItem><TT></TT>
      </ListItem>
    </ItemizedList>
  </Sect1>
</Article>

If you hit enter after the last <TT></TT> but inside the </ListItem> in tags on view the entire list will go away. If there is text on the list entry then it doesn't reproduce.

I can reproduce this in XMetaL 6 SP1 and 7.

Is this a known issue?
