XMetal developer

I am trying to use XMetal XMAX. For that somewhere I read that I need the XMetal developer to create the XAC file for the style, template etc and have to place that on web server. But I am not able to download the "XMetal developer". Can anyone please give me the link for that. Thanks in advance.
