layout master question

Hi,
I'm new to XML and was wondering if someone could explain the difference between these two things:

<fo:page-sequence master-name=....
and
<fo:page-sequence-master master-name=

Specifically, I am trying to make sure that the beginning of chapter 1 starts with page 1 (right now it doesn't) and that I can make it so all blank pages in the document say that they were intentionally left blank. I'm not really 100% sure where such code should go but I think if I understood the difference between the two lines above it would help me.
