Restart footnote numbers in a table in DITA with XMetal

Is it possible to restart footnote numbesr each time there is a table in DITA with XMetal?

If the element is a xref with a fn-type, the numbers will not restart for each table.
Not even with the <xsl:number level="any" count="table/fn" from="table"/> code.

It does not seem to see any thing but the number of  the footnotes, 1, 2, 3, 4, 5; instead of in Table 1 - 1, 2, 3; Table 2 - 1, 2.

If you have found a way in XMetal, please respond.
