Insert Legal Page after Cover before TOC Generated in PDF from DITA Map?

Is it possible to insert a Legal page into the PDF build after the Cover is built (createFrontMatter) before the TOC is generated (createTOC)? Anything I put into the DITA Map (boilerplate .xml legal content) appears after the TOC, not before. I'd like to pull in the Legal page automatically like I do my cover graphic etc. Currently the cover is built, a blank page, and then the TOC. I want to replace that blank page with my legal content.

As designed, the DITA OT does not really respect the order of what you put into the map (the main sections that you are discussing here are basically have a hard coded order). So, with the current release of XMetaL Author Enterprise 6.0 SP1 (which includes DITA OT 1.4.2.1) what you want to do would require making changes to the DITA OT. Perhaps the easiest strategy (that I have seen put into practice) is to essentially hard code the necessary XSLFO (via XSLT) directly into the DITA OT at the preferred location. This could be coded to pull in files too.
I believe making improvements to this area of the DITA OT are part of the 1.5x releases at SourceForge (which will be bundled with our next major release).
