The first time I use the footnote, say footnote 1, the behaviour is as expected: the number "1" appears in superscript and the footnote text is at the  bottom of the page

If I refer to this same footnote 1 from a different place on the same page, the words `Footnote`in blue italic are included instead of the number `1`.

From what I can gather on the Yahoo dita-users group, this could be a bug http://tech.groups.yahoo.com/group/dita-users/message/12597 .

Is there a workaround?

Using XMetal 6.0. Output is XMetal Enhanced PDF with Render XEP

The deliverable you are using is based on the plug-in noted in that Yahoo thread and so it has inherited the same behavior.
