Problem displaying SVG Graphics

We're using XMetaL 5.5 EE for Documentum Webtop. Sometimes when we insert SVG graphics with the <image> tag, we can see the SVG graphic inline. Other times, we just see an X in a red box.

Our company is back on IE6 as a browser (sad, I know) and we have installed the Adobe SVG Plugin. But we get the same results with Firefox and Chrome as default browsers. Is there any way to consistently display SVGs inline in DITA topics, in XMetaL?
